Initially, I couldn’t read the graph you linked to. Bars show up fine on my end but the numbers don’t. Regardless, it appears to go only through 2017. Trump didn’t take office until midway through the 2016–2017 school year. Data for March 2018 shows a .5% drop in enrolment from the previous March. The report linked to below states:

This marks the first time that the number of active visa-holding international students in the US has declined in decades, and it reflects what is now a multi-year trend toward slowing growth in foreign enrolment in the country”

I also provided sources for my claims in the original article and stand by them.
