You do realize the best candidates campaign in poetry and govern in prose, right? FDR’s 1932 campaign was full of “vague” promises of the government doing more to lift the economy but almost completely lacking in detailed plans. Why? Because detailed plans are easier for the opposition to tear apart. The devil is in the details and the devil is easy to hate. Also, firm plans and detailed promises risk committing you to a path you may later find circumstances have rendered either unpractical or unwise.
